I think it's best to take it off. You don't have to worry about lifting, feather edges swelling or cracking.

Filler is direct to metal. Some like to fill over epoxy primer and you can do that. I don't see a need to fill over primer and it just increases cost, time and feather edges. Some etching primers don't recommend direct use over filler or paint. You can spray up to your filler, they say it's ok to get some on it but not full wet coats. Then spray your primer surfacer.

I am working on a 66 nova and I sanded all the paint off and used body filler on the few dents there were. I want to use PPG DP50 to prime the car, once this is applied do i simply wet sand and base it. I know you dont necessarily need to wet sand it but i want to get that smooth clean finish. Is this an appropriate primer to use or would you guys recommend anything else, any other steps before priming.
Also, there is some minor rust on the floor panel and trunk panel, I am grinding/sanding it off, what should I put on the metal after to prevent the rust from returning.

PPG DP stays too soft to sand. If you want to block it out use a primer surfacer. If you want it smooth after you get the bare metal primed seal it with V seal. It's the best sealer I have used, it goes on smooth and don't stay soft for weeks like DP. The base will spray smoother over V seal than it would over DP. The first coat of base over V seal is very wet because the solvents don't penetrate into it like it does with DP.

V seal is not direct to metal you would have to etch prime first then sufacer and then seal .
